The Gas Certificate: What You Actually Need to Know

A Gas Certificate of Conformity (Gas COC) is a legal document issued by an LPGAS-registered gas installer confirming that a property's permanent gas installation is safe, leak-free, and compliant with SANS 10087-1 standards. It certifies that all gas appliances are SABS approved, that isolation valves are correctly installed, and that gas bottles or supply lines meet the required safety distances.

The legal requirement comes from Regulation 17(3) of the Pressure Equipment Regulations, promulgated under the Occupational Health and Safety Act 85 of 1993, which became effective on 1 October 2009. It states that a Gas COC must be issued on any installation, alteration, modification, or change of ownership of a property. This means a new certificate is required every single time the property is sold — regardless of how old the existing certificate is or when the gas was installed.

Importantly, there is no legislated validity period for a Gas COC in the way that the Electrical COC has a two-year limit. The certificate is valid until there is a change of ownership or an alteration to the gas installation — at which point a fresh certificate is required.

Portable gas appliances do not require a Gas COC — this includes portable BBQs, patio heaters, portable indoor gas heaters, and camping stoves. These are typically removed by the seller when the property is sold and are not considered part of the fixed installation.


The Risks of Selling Without a Gas COC

Unlike some other certificates that are standard practice rather than statutory, the Gas COC is a clear legal requirement. Here's what's at stake.

It's the Law

Regulation 17(3) of the Pressure Equipment Regulations makes it mandatory. Selling without a Gas COC when gas is installed means the seller is in breach of the OHS Act. This is not a technicality — conveyancers and banks treat it as a hard requirement.

Transfer Will Stall

Your conveyancing attorney will not be able to lodge at the Deeds Office, and most banks will not release bond finance, without the gas compliance certificate in place. A missing Gas COC will delay your transfer until it's sorted.

Safety Risk is Real

An uncertified gas installation is not just a paperwork problem. Undetected gas leaks cause fires and explosions. The certificate process exists to catch these risks — incorrectly placed cylinders, failed hoses, missing isolation valves — before they become dangerous.

Insurance Won't Pay

If a gas appliance causes a fire, explosion, or property damage, and there's no valid Gas COC, your insurer is fully within their rights to repudiate the claim. This applies whether the property is being sold or not — the certificate is required to keep your coverage valid.

On-Site Gas Inspection

Our LPGAS-registered installer visits the property and inspects all permanent gas appliances, pipework, connections, hoses, regulators, valves and cylinder placement against SANS 10087-1 requirements. They'll carry out a leak test on all joints and connections. The inspection usually takes between 30 minutes and two hours depending on the size and complexity of the installation.

Gas COC Issued (If Compliant)

If the installation is safe and compliant, the Gas COC is issued immediately. We send it digitally so you can forward it to your conveyancing attorney without delay. The certificate covers all permanent gas installations at the property that were inspected.

Rectification + Re-Inspection (If Needed)

If any non-compliance is found — an expired hose, incorrectly positioned cylinder, missing isolation valve, or active gas leak — we give you a clear written quote for the rectification work. Once the work is complete, the installer re-inspects and issues the Gas COC. You won't need to find a separate gas contractor.

Gas Certificate Questions Answered

Do I need a Gas COC even if my gas was installed before October 2009?
Yes. The regulation makes no exception for gas installations completed before October 2009. If you are selling a property with a permanent gas installation — regardless of when it was put in — you are required to have a Gas COC issued for transfer. The law came into effect on 1 October 2009, and from that point all properties with gas installations became subject to the certification requirement.
Is a new Gas COC needed every time the property is sold?
Yes — unlike the Electrical COC which is valid for two years, a Gas COC does not carry over between owners. A fresh Gas COC must be issued on every change of ownership. This is because the regulation specifically lists "change of ownership" as one of the triggers for a new certificate, in the same way as an installation or an alteration. The certificate you received when you bought the property cannot be transferred to the buyer.
What is the most common reason a property fails the gas inspection?
In our experience across Cape Town, the most common non-compliance issues are: expired rubber hoses or regulators (hoses must be replaced every 5 years, regulators every 10), cylinders placed too close to windows, doors or boundary walls, missing isolation valves on appliances, and flexible hoses that pass through a partition wall or exceed 2 metres in length. Most of these are quick and affordable to fix — the key is catching them before they delay your transfer.
Can any gas installer issue a Gas COC?
No. Only a gas installer who is registered with the Liquefied Petroleum Gas Safety Association of Southern Africa (LPGAS) — or more precisely, SAQCC Gas (the South African Qualification and Certification Committee for Gas) — is authorised to inspect an installation and issue a Gas Certificate of Conformity. Always ask for the installer's LPGAS registration details before booking. An unregistered gas "plumber" cannot issue a legally valid certificate regardless of their experience.
Do I need a Gas COC for rental properties?
Yes. The requirement applies to all properties with permanent gas installations — whether the owner lives there, rents it out, or the property stands vacant. The legislation makes no exception for rental properties. If your tenant is using a gas stove or gas geyser, a valid Gas COC should be in place. Without one, you're exposed to liability if something goes wrong and your insurer discovers the installation was never certified.
